QueryTracker and QueryManager are different things
QueryTracker is the research, statistics and tracking platform for writers. QueryManager is its agent-facing submission system: many agents choose to receive submissions through a QueryManager form. PairPi does not replace an agency's chosen submission route — when an agent accepts submissions through QueryManager, PairPi sends you to that official form. You can find an agent on PairPi and still submit through QueryManager. The two are complementary, not competing.
